On March 20th, 2013, CNCA (Certification and Accreditation Administration) announced that a “low carbon product certification management interim measures” was formulated jointly with NDRC (National Development and Reform Committee) in China. According to this INTERIM MEASURES, China will build a unified low-carbon product certification system to regulate the low-carbon product certification activities in order to guide the production and consumption of low-carbon product, and to promote the development of low-carbon industry in China.
Low-carbon product certification is the conformity assessment that will be performed by certification agencies to show whether the carbon emission of products can conform to specified relevant low-carbon product evaluation standard or technical specification requirements. In recent years, many countries have established limits on carbon footprint, carbon verification and conformity assessment systems gradually to technically support the NAMAs of other countries and establishment of carbon emission market system. The establishment of a low-carbon product certification system in China will provide scientific evaluation and admitted evidence for the production, consumption and government regulation of low-carbon product. In addition, it will also promote the healthy development of low carbon industry in China.
According to the “low carbon product certification management interim measures”, China will use the unified low-carbon product catalog, relevant standards and technical specifications to create a formal certificate and logo. This method also has provided the personnel qualifications of engaging in activities of low carbon product certification and testing institutions. A clear implementation process, regulatory requirements and the relevant legal responsibility will be established in the near future.
In 2010, the NDRC and the CNCA jointly launched a special project named “low carbon certification system in China” to address climate changes. “low carbon product certification management interim measures” is one of the important achievements of the research project. At present, low-carbon product certification pilot work has been opened up across-the-board in Guangdong, Chongqing and Hubei provinces.
