Wireless products marketed in Europe must comply with the RED or R&TTE Directive. These directives not only mandate testing of the electromagnetic properties of a device, but also the safety requirements covered under the Low Voltage Directive (LVD).
Article 3(1a) of the RED states:
Radio equipment shall be constructed so as to ensure: (a) the protection of health and safety of persons and of domestic animals and the protection of property, including the objectives with respect to safety requirements set out in Directive 2014/35/EU (LVD), but with no voltage limit applying;
This means that products which would normally fall out of the scope of the LVD because they are battery powered, or powered from an external power supply, do fall under the requirements of the LVD via the ruling of the RED/ R&TTE which removes the voltage floor from the scope.

The Radio Equipment Directive (RED) is currently in effect, and becomes mandatory in June 2016. Until then compliance can be declared to either the R&TTE or the RED Directives. There are no significant technical differences between the RED and the R&TTE.
