On October 17, 2019, Chinese government department SAMR published announcement No. 44, 2019, which includes major changes to certification requirements for automotive components. Moving forward, some automotive components remain under the old CCC certification rules, but most now fall under one of two different schemes. Components for the two new schemes are found in Annex 1 and Annex 2 of the new announcement.
Vehicle components under Annex 1 no longer fall under CCC jurisdiction, but have been positioned under certification body control. The two automotive certification bodies CQC and CCAP now offer their own certifications for Annex 1 components. This new certification body scheme is fairly similar to the old CCC scheme and transitioning is a simple paperwork process. The transition will be automatically completed at the time of the next factory inspection with the applicable certification body.
Vehicle components under Annex 2 are still under CCC jurisdiction, but now must follow the Supplier’s Declaration of Conformity (SDoC) scheme to comply with CCC rules. The SDoC route is considerably different than the old CCC path. The following are new steps required for SDoC:
- Application for certification submitted via CNCA web portal
- Product testing conducted in China by an accredited laboratory
- Laboratory to upload reports to CNCA portal
- Modifications or addition of parts updated with accredited laboratory and uploaded to portal
- Annual self-factory inspection report uploaded to CNCA web portal
Under this scheme, the supplier is responsible for assuring the steps above are accurately completed. Existing CCC certificates under the old CCC certification route must be transferred to CCC SDoC scheme by October 31, 2020 in order to maintain certification for components under Annex 2.
Automotive components currently under the CCC certification scheme that are not listed in Annex 1 or 2 will not be affected and will continue with the established CCC certification process without change. See list below for components now covered under Annex 1 and 2:
