General Information:

INMETRO

Brazil’s National Institute of Metrology, Quality and Technology, referred to as INMETRO, provides conformity assessment and certifications necessary to comply with the country’s safety standards and regulations.  INMETRO has both mandatory and voluntary certifications schemes.  Most electronic products qualify for voluntary certification, however when IT equipment is sold to the Brazilian government or public organizations, certification becomes mandatory.  Additionally, all electro-medical devices require INMETRO certification. The list of products requiring mandatory certification is not extensive; however, it can be confusing.

ANATEL

ANATEL (Agência Nacional de Telecomunicações) is the telecommunications regulating agency in Brazil.  Products that connect to the Public Switched Telephone Network such as GSM and CDMA cellular phones, modems, satellites, etc., as well as wireless devices such as Bluetooth, Wi-Fi, and ZigBee products require ANATEL type approval.  Although wireless and EMC testing are the main focus, safety testing is also a mandatory part of ANATEL certification.

Challenges Obtaining and Maintaining Brazilian Certifications

Obtaining both INMETRO and ANATEL certification can be troublesome and delays can occur if the applicant is not prepared with the correct documentation or understanding of the various paths available to achieve compliance.  The following are preventable issues that can cause delays:

  • Determining whether a product falls within the scope of mandatory certification regulations;
  • Difficulty in understanding undefined and evolving rules and mandates;
  • Arranging for in-country testing, If necessary;
  • Identifying required product and packaging labeling, and instructions;
  • Determining whether multiple models can be included on a single certificate;
  • Determining whether certificate extensions are permitted or appropriate;
  • Language barriers encountered in dealing with test and certification agencies;
  • Establishing or locating and maintaining a local representative necessary as part of the certification process;
  • Keeping certificates up to date with differing certificate validity periods and standard expirations.
